Goosebumps on my ?

Hey, i'm 16 and for about 4 days now, i've had an itching sensation on my and a lot of bumps that look like goosebumps close together. The only that I can recall changing down there with my own action is a different lubricant. It burns very very little when I put hot water on it as well. It's not an STD because I haven't had with anyone. I don't think this is Pearly Penile Papules either because all the pictures i've seen of that case don't look like mine case. Also, I don't think it's hair follicles because there's too many for that to be the case. It's not noticeable unless you're really really close looking at it, and even then it's hard to see. There's also a few random bumps that see to have a white surface on the head of the . But those are even smaller.
