Boat wouldnt start, cranks but no ignite could it be the fuel ?

I have a mercrusier alpha 1 the starter engages it would start for like one time then suddenly shut off right afterwards fuel is pumping in carb too so I do have old gas in there could it be because there's water in there and it wouldn't ignite...?
