Did arum have other motives for making sure he was in texas?

Arum would have made by far more money having the Pacquaio vs Mayweather fight so his motive was make money to the biggest fight available. I dont think he intended to do that. It was rather awkward that Mayweather did not want to fight in Texas. I wonder what was the reason for that?
