M3S Shotgun won't pop a balloon?

My UTG airsoft M3 Pistol grip shotgun which shoots 3 bbs at a time at supposedly 275 FPS with .2 gram won't even pop a balloon at point blank range, or in about 5 feet. Is it that the balloons aren't blown up enough or what? The bbs usually just bounce off of the ballon...
