Retirement account and food stamps in Ohio?

My husband has a IRA that we cannot touch for 5 years. We have no income and are seriously struggling. We live in Ohio. Can someone still get istance such as food stamps with having an IRA? If we would even try to get it out we would be seriously penalized and as it is it is just untouchable. My husband has been off work for 8 months and I haven't been able to find a job either. We have only been able to make our house payment because of watching our grandchild. My daughter has been helping us with our house payment in exchange for babysitting him. Our house payment is just 300 a month
